I have a double hibiscus that has aphids only on the bloom buds. What do I do?

Insectcidal soap. Make your own, or buy some at the garden centre. If you make your own, be sure you are using soap, and not detergent, as detergent is synthetic and can be harmful to plants. You mix 1tbsp of soap with 1 L of water in a sprayer of any kind, then drench the little.... bugs. the soap is no longer effective against the insects once it dries, so you need to be vigilant and reapply as necessary.
